KUALA LUMPUR: 馬來西亞總理安瓦爾·依布拉欣表示，他已提醒赦免委員會，考慮前總理 Najib Razak 的條件性赦免由監獄轉為居家軟禁，可能對公眾信心及馬來西亞的國際聲譽造成的影響。
此番言論是在馬來西亞國王 Sultan Ibrahim Sultan Iskandar——主持週五的聯邦轄區赦免委員會會議——批准 Najib 的條件性赦免後作出的。該赦免允許他在家中服完剩餘的六年監禁，直至 2028 年 8 月 23 日，條件之一是需繳付 5000 萬令吉罰款（約 1220 萬美元）以及其他條件。
安瓦爾於週日（9 月 20 日）表示，已向赦免委員會提出 Najib 目前的司法案件以及對他施加的「極大」罰款，同時捍衛前總理尋求赦免的權利。這番話是在 Shah Alam 的一個活動現場，Malay Mail 報道。
「我會繼續提醒他們（赦免委員會），其決定對公眾對制度的信心，以及對國際觀感的影響，必須受到認真對待，」他如 Malay Mail 引述所述。
安瓦爾拒絕了有人認為他為 Najib 的條件性赦免鋪平道路的說法。
「當人們說是我鋪平了道路（讓赦免成事），那是不真實的。我的意思是，每個犯人都有提起上訴的權利，我也堅守捍衛這項權利，無論對方是誰，包括 Najib，」他如 Malay Mail 引述所說。
安瓦爾表示，雖然他和檢察長可以就此事提供建議，但授予赦免的權力在於馬來西亞國王。
週五的赦免委員會會議——在國王的官方住所舉行——出席者包括檢察長 Dusuki Mokhtar、聯邦直轄區部長 Hannah Yeoh 及其他成員。
安瓦爾亦強調，為 Najib 授予赦免並不會阻礙對他其他正在進行的司法案件的法律程序，Free Malaysia Today 報道。
檢察長 Dusuki 亦曾澄清，條件性赦免僅適用於 Najib 的 SRC International 案中所判的監禁刑期。
該案涉及 SRC International——前國家投資基金 1MDB 的子公司——於 2014 與 2015 年將 4200 萬令吉轉入 Najib 的個人銀行戶口。
他於 2020 年被判 12 年監禁並罰款 2.1 億令吉，直至 2024 年的皇家赦免才將刑期減半並將罰款降至 5000 萬令吉。
LOKE’S RESIGNATION OVER NAJIB PARDON
另悉，安瓦爾週日向記者表示，會與民主行動黨（DAP）主席 Anthony Loke會面，聽取他的意見，再決定是否接受他辭去交通部長的請辭。
Loke 於週六宣布因對 Najib 的條件性皇家赦免而提出辭職，以示抗議。
Loke 週六重申，雖然該黨尊重國王授予此類赦免的權力，但對 DAMP 及許多馬來西亞人而言，這是「難以接受」的事。
他亦重申該黨的立場，即 Najib 因捲入 1MDB 醜聞而遭迫害，是一個「貪污統治」（kleptocracy）問題，十多年困擾馬來西亞，且是 DAP 一直以來所反對的「重大危機」。
據安瓦爾所述，Loke 已告知他有意辭職，但尚未正式提交辭呈。
「我必須聽取他的意見，我理解他是個有原則的人，」他如 Malay Mail 引述所述。
「自始至終，他一直維持反對可能讓人覺得我們對腐敗行為軟弱或寬容的做法。」
根據本地媒體報導，Loke 與安瓦爾預計在交通部長本週從上海出差回來之後見面。
Loke 在週六於臨時召開的 DAP 中央行推委會（CEC）會議近三小時後宣布辭職。 他還表示該黨其他部長及副部長會繼續留在政府之中。
翌日，多家本地媒體報導，其他 DAP 領導人，包括全國主席 Gobind Singh Deo 與全國副主席 Nga Kor Ming，亦在 CEC 會議後表示願意辭去馬來西亞內閣職位。
一名不願具名的消息人士引述馬來西亞《 Oriental Daily 》表示，會議中曾提出 DAP 部長及副部長大規模辭職的可能性。
Najib began serving his sentence at Kajang Prison in August 2022.
Following his partial royal pardon in January 2024, Najib maintained that then-King Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah had also issued an addendum allowing him to serve the remainder of his sentence under house arrest.
The High Court later ruled that the addendum was not enforceable because it had not been deliberated at the January 2024 Pardons Board meeting.
Under last week’s conditional pardon, Najib’s transfer to house arrest is subject to the RM50 million fine being paid and other conditions being met. His lawyers said in a statement to the media on Sunday that he would remain in Kajang Prison until the fine is paid.
UMNO launched a solidarity fund on Friday to help Najib pay the fine. It raised more than RM634,000 in its first three hours and reached RM1 million by 9.30am on Saturday.
Najib’s lawyers added that much of his assets, bank accounts and properties remained frozen or subject to government enforcement proceedings and were not under his sole control.
As of today, Najib has yet to pay the RM50 million fine, which must be paid to the Kuala Lumpur High Court registrar’s office, where the case was filed and heard, Bernama reported, citing Attorney-General Dusuki.
He added that the standard operating procedures for Najib’s house arrest would be issued by the prisons department.
Meanwhile, police and Prisons Department officers met at Najib’s Kuala Lumpur residence on Monday to discuss procedures and security arrangements for his possible house arrest, local media reported.
Sentul police chief Anuar Bakri Abdul Salam said police had yet to receive official confirmation that Najib would be placed under house arrest there. A mobile police station was deployed near his residence in Jalan Langgak Duta in Kuala Lumpur as part of security preparations.
Legal experts told CNA that the pardon for Najib breaks new legal ground for the country and could pave the way for other convicted prisoners to seek similar treatment.
