"10 Years On... Path of Democracy"

Economic Forum and Fundraising Dinner

Path of Democracy (PoD), the think tank founded by Non-official Member of the Executive Council and Senior Counsel Mr. Ronny Tong, held its “10 Years On... Path of Democracy" Economic Forum and Fundraising Dinner at the Regal Hongkong Hotel in Causeway Bay this evening. Chief Executive Mr. John Lee was invited as the Guest of Honor, with Prof. Frederick Ma, Chairman of the Hong Kong Trade Development Council, and Prof. Edward Chen, Honorary Professor of HKU Business School, engaging in a fireside chat. Government officials, including Chief Secretary for Administration Mr. Eric Chan, Secretary for Justice Mr. Paul Lam, and Secretary for Housing Ms. Winnie Ho, joined over 100 guests to witness the achievements of PoD over the years.

In response to remarks by Ronny Tong regarding think tank development, Chief Executive John Lee emphasized the vital role of think tanks in "connecting internally and externally." He acknowledged the contributions of organizations like Path of Democracy and the Chief Executive's Policy Unit, underscoring the necessity for evidence-based research to inform tangible policy measures and foster rational societal dialogue. He commended Path of Democracy for its decade-long commitment to talent development and enhancing public understanding of "One Country, Two Systems," expressing hope that its tenth anniversary marks a new phase of growth.

Chief Executive John Lee proposed three recommendations:

  1. Facilitate Dialogue: Promote interactions among government, academia, industry, and society to deepen collaboration on economic and social policies.
  2. Drive New Growth: Focus on key projects such as the Northern Metropolis and the Hong Kong-Shenzhen Innovation and Technology Park, actively attract industries, and emphasize artificial intelligence and the digital economy to invigorate the innovation sector.
  3. Enhance Talent Development: Equip the next generation with social awareness and dialogue skills, nurturing professionals with skills of practical public affairs.

Lee concluded that think tanks must strengthen the integration of international perspectives with local practices to provide strategic support for Hong Kong's development.

Prof. Frederick Ma and Prof. Edward Chen explored the theme "Opportunities for Hong Kong's Economic Development in the Next Decade." They analyzed the regional political environment and the present status of Hong Kong's SMEs. They emphasized the need for transformation and digitalization, advocating for Hong Kong to seek investment opportunities globally from regions like Brazil. Both professors stressed the potential of Hong Kong's youth as future leaders, encouraging them to maintain a "stay hungry" attitude toward innovation and IT fields. They highlighted Hong Kong's competitive advantages, including its common law framework and a wealth of professional talent, urging the city to capitalize on core business and adapt to changing consumer behaviors.

During the dinner, Mr. Ronny Tong reflected on PoD’s journey over the past ten years. He noted that the think tank faced skepticism at its inception and was even deemed at risk of closure in 2019. However, the team persevered through social unrest, the pandemic, and economic challenges, emerging stronger in adversity. Despite changes in membership, the organization has continuously embraced new talent, evolving into a vibrant and idealistic team.

The research outcomes of PoD have received widespread recognition, with the "One Country, Two Systems Index" having been published 15 editions, serving as an important reference for the Hong Kong SAR government. The scope of research continues to expand, influencing both Hong Kong and beyond. Ronny Tong emphasized that PoD is not just a think tank but also a cradle for political talent, dedicated to nurturing young leaders in Hong Kong's unique environment. Its newly launched “Premier Program in Leadership and Public Affairs” has seen enthusiastic responses, reflecting society's pressing demand for practical political engagement. He asserted that reform cannot rely solely on political parties; it must engage deeply with society and broaden participation to realize the spirit of "One Country, Two Systems."

In the face of international changes, particularly the challenges posed by U.S.-China competition, PoD will strengthen international dialogue, providing professional analysis while actively sharing Hong Kong's story with the world. Ronny Tong believes that the international perspective, language skills, and persuasive capabilities of local think tanks will be key advantages for future development.

Poon Ray, Co-convener (Research) of Path of Democracy, reiterated the organization’s commitment to producing high-quality research. He called for enhanced support from society at large to expand the impact and coverage of policy research.

“Ten years of honing a sword, yet its edge has never been tested,” Ronny Tong stated, affirming that PoD will continue to uphold its commitment to progress with unwavering determination.
