Path of Democracy submitted policy proposal to Mr John Lee, candidate of Chief Executive for 6th HKSAR Government
Path of Democracy (PoD) has submitted a set of policy proposals to Mr John Lee, the candidate of Chief Executive for the sixth-term HKSAR Government already.
The PoD committee of Policy Proposal to 6th HKSAR Government considered that the new Administration should actively build bridges to communicate, reach consensus and unify all stakeholders in the society based on inclusiveness, mutual understanding and respect. The committee also expected that the government will listen to all humbly, formulate pragmatic policies which respond to people’s needs and demandswith an aim to minimize discord in our society.
Our major proposals include:
- Set up “Future Centre(s)” as core institution and reform the advisory system
The setup of ‘Future Centre/s’ in Hong Kong can facilitate and encourage effective communication among stakeholders through policy discussions for proposing feasible medium- and long-term solutions.
- Establish an active and broad-based “One Country, Two Systems” committee
This committee assists the government in dealing with issues related to “One Country, Two Systems”.
- Re-introduce political reform after safeguarding national and public security
Review three recent elections to determine areas of improvement. For example, lowering the nomination threshold gradually; increasing the transparency of electoral procedures; and providing professional political training for public officials leading to full implementation of having “patriots governing Hong Kong”.
- Telling a better Hong Kong story to improve our image globally and in China
The Chief Executive’s Office needs to have a full time, professional press secretary who holds regular if not daily press conferences to explain government policies for the local and foreign press.
- Focus on youth work, strengthen self-identity and sense of belonging
Establish a Youth Impact Assessment system so that government policies can be evaluated objectively and the results made public.
- Establish an Economic Development Council and Hong Kong International Commercial Court
Set up an Economic Development Council to formulate industrial policies and set up venture capital funds. We can leverage Hong Kong’s unique advantage in our legal framework to create Hong Kong International Commercial Court to handle international commercial disputes for increasing the confidence from the world and strengthening our position as the centre for dispute arbitration and international law for Asia-Pacific region.
Convenor of Path of Democracy, Ronny Tong believed that the new government will have the requisite determination and capability of uniting Hong Kong people in the complete implementation of “One Country, Two Systems”. The new government is expected to promote social cohesion and place happiness as an integral part of national and public security, ultimately ensuring social stability based on public trust and support. It is hoped that when national and public security are safeguarded, the HKSAR government will be in a position to fulfil its vision in the Basic Law –- the gradual and orderly progress toward democracy and universal suffrage for the elections of the Chief Executive and the LegCo, thus realizing the ideal of Hong Kong people governing Hong Kong democratically.
